CPCA Admissions Policy
 
It shall be the policy of CPCA to admit organizations with national and worldwide programs and services that strive to conserve and/or educate the public about the natural, cultural, historical, biological, and recreational resources on public and private lands. Each agency's principal activity must focus on one or more of the aforementioned resources in the context of maintaining and enhancing heritage to preserve the earth's environmental and natural integrity. The agency's 25-word statement must clearly, accurately, and honestly present to the general public the organization's philosophy, full range of activities, programs and mission.

The CPCA Admissions Committee considers applications to the Federation that meet federal, state and local standards regularly each year. The CPCA will not set a cap or limit the number of agencies that may participate each year in the Federation. Moreover, candidate organizations whose administrative/fundraising overhead costs exceed 25 percent may petition the CPCA Board for a one year exception. Upon satisfactory justification in which the subject organization submits a plan of action to lower overhead costs to the 25 percent or less threshold, and at the discretion of the Board, a one year provisional membership may be granted. In accordance with OPM practices, under no circumstances shall such an exception exceed one year.

Membership in the Federation is made upon Committee recommendation and is renewed on an annual basis; agency participation will be considered and voted by simple majority of the CPCA Board whose decisions are final.
